Petey had parts in both Neighborhood videos where he did a bunch of high tech flip tricks. Neighborhood had two videos - 1994's Mi Vida Loca and 1998's LaLa Land.

So was Neighborhood a part of Transworld or Tracker?
Kind of the same thing. I want to say Neighborhood was backed by Tracker. They might have started out on their own at first, but went over to Tracker in the later 1990s. Julio De La Cruz did Stamina Clothing and that was by Tracker.
I went to San Diego back in the early 2000s and was able to skate the Tracker facility, which was a 10-step walk away from the Transworld building. I think Larry Balma used to own Transworld back then, as well as Tracker.

Balma owned both. Didn't Tracker go by Climax Distribution at some point? I think he sold TWS in the early 2000s. I should look into this.
Their NH logo looks like the A-1 meats logo.
There are a lot of little similarities between the Tracker, A-1, and Neighborhood ads. It might not be as obvious from the sampling I've posted here, but a lot of the same fonts got used for the different ads. It's all the same parent company so that makes sense. I noticed this when I was searching for the pictures to scan.
