Ed Templeton was also known for one foot ollie boardslides... so maybe this picture here is about one of them.
Just an idea.

Possibly. If you look at the rail, you will notice a fitting that holds the rail to the support that sticks out pretty far. It would be big enough to prevent boardslides. The fisheye really distorts the space, too. If he was going to rail, then it would make sense based on the board location and back foot placement.

This was in fact a one-footed ollie over the rail.

But I did boardslide that rail once back then, and with rails on too. The knobs on the rail ripped one of my rails off and I still landed it!

I never one-foot boardslid that rail, but I think I did do the one around the corner.
